TV Tuner in Monitor

I don't have a tv tuner card in my pc. Instead, I have one built in to my monitor. Would I be able to use Windows Vista Home Premium and the tv tuning feature with this setup?

I would think that if you have a TV tuner built into your monitor that it should still be able to be used as to view live TV since it is independent of the computer.

I think he wants to know if Vista will be able to "DVR" the signal from this monitor...
I am 99% sure the answer is no.

I'm thinking he'd need to write the drivers and software--or, at the very least, drivers that are compliant to whatever standard videocapture software interfaces exist.
